Which setup makes sense?
If you only need one tracker, Buy 1 keeps the purchase simple. If two people will actually use the devices, Buy 2 gives you a shared starting point without needing a second separate order. If three people need a tracker, Buy 3 puts three devices into one bundle.
The important thing is to choose based on the number of people who will use the trackers. A bundle is only useful when the additional devices will actually be used.
What about the sports bracelets?
The free sports bracelets are designed to give you additional band options. The offer page currently presents them as a free addition to each bundle, with colors selected according to the available options.
